Program installers unable to install fonts, errors 1304 and 1310

    Program installers unable to install fonts, errors 1304 and 1310


    Over the past few months I've had 3 program installs that failed at installing to the Fonts folder. The first 2 I was able to select Ignore and then manually install the fonts after the program installed as a work around. Now I am trying to install H&R Block tax software and it doesn't allow me to continue the installation. I am getting 1304 and 1310 errors.
    So I really need to get at the root of the problem here.
    I've tried installing the tax program as administrator. I even enabled the administrator account and tried it that way logged in as Administrator.
    The only anti virus I'm using is built it Windows Defender. I've tried disabling Defender.
    Disabled the firewall.
    Disabled UAC.

    I've elevated privileges for Administrators and Users for the parent Windows folder in Properties>Security. Fonts folder has no security options in it's Properties as far as I can tell.

    My system is a fresh install of Windows 10 on a new SSD (about 6 months ago).
    Version is 10.0.18362 Build 18362.

    I've Googled quite a bit, but just wind up with a frustrated headache.
    Any help greatly appreciated!

    Thanks for the link Jacee, I'll reach out to them also, but I thought my best chance of getting a solution would be here.
    To clarify, this is the 3rd different program, the others were Photoshop and Cakewalk.
    I used the same H&R Block CD and installed the program on my laptop which has Windows 10 Home and it installed with no issues, but I would prefer to do my tax work on my office desktop for various convenience reasons.

    The problem has to be some deep Windows setting regarding the Fonts folder. Why would a fonts folder be so heavily protected by the system?
    I've also tried restoring the default fonts settings, unregistering and re-registering the Windows Installer Service and other things. My mediocre computer skills only go so far.

    H&R Block was no help beyond what I already tried.
    I had to install Windows 10 Upgrade to build 18363 and that fixed it!
