    Cannot access Store, among other things


    I have not been able to access the Microsoft Store, or run some of the tiled apps, for several days now. I think it started with the 1909 update.

    I noticed that OneNote, which I use daily, wouldn't sync. I uninstalled it, then went to the Store to reinstall it, but then I found I couldn't open Store. It just timed out, or gave the error message 0x80070426.

    I tried uninstalling the 1909 update but that didn't help. Then I reinstalled it and everything is up to date (Version 1909, build 18363.657).

    I'm using, and have always used, a Local Account. I tried changing to my Microsoft Account multiple times, but I can't do it. It times out. I tried creating a new account using my Microsoft Account - but the computer hangs when I try to log on.

    I have tried all of the solutions I found online, including resetting the Store app, troubleshooting, checking time/date/region, wsreset.exe, using Powershell, etc. I used http://aka.ms/diag_apps10 and clicked "Reset and open Windows Store," but the "resolving problems" window just sits there with the blue bar going left to right forever.

    We have 3 other computers in the office, all using Local Accounts, none of which have applied the 1909 update yet. We use local accounts so we can freely share files across the network. I am afraid to update any of those computers because of this problem.

    How can I regain access to the Store, and to OneNote?

    Can anyone help?

    I can access the store, but it wants to verify it's me by requesting my Pin number.

    Edit....... apparently your computer needs to be up do date to get there

    for several days now.
    Do you have a system restore point you can use?

    There is a further step here - part 2:
    Clear and Reset Store Cache in Windows 10

    If the above does not succeed, and if you create a new user for test purposes and see the same problem, you could perform an in-place upgrade repair install (tutorial available).
