Onedrive no longer starting at reboot / cannot uninstall or reinstall

I noticed a few days ago that my Onedrive files were not being synced. I then noticed that the Onedrive icon is missing from my taskbar. Onedrive is still in the startup list. I've done some research and tried DISM.exe /Online /Cleanup-image /Restorehealth but that failed with a message that source could not be found. I have a downloaded install for Onedrive so I tried that. It fails with "onedrive is already installed". I went to add or remove programs and I see Onedrive has an install date of 1/18/2020. I assume that was an automatic update and that must be when onedrive quit working? The manage option is greyed. I click "uninstall". I get the pop up "the app and it's related info will be uninstalled". I click uninstall. A message comes up "uninstalling" then the display goes back to where it was showing Onedrive with the uninstall option. So the uninstall seems to be failing as well.
Onedrive shows 19.222.1110.0006 which I assume is the version.

This worked for me when using Win7, not tried on Win10.

    Open a Command Prompt.
Type cmd in the Search programs and files box. Right click and run as admin.
Copy/Paste text below and press Enter.
    %localappdata%\Microsoft\OneDrive\onedrive.exe /reset

If above doesn't work try this command in CMD - %systemroot%\SysWOW64\OneDriveSetup.exe /uninstall - then download from here Download OneDrive - Microsoft OneDrive and reinstall.

That command did nothing unfortunately. No error code, no completed message, zilch and onedrive is still installed but not working.

Did clicking the OneDrive link from the start menu ask you to log in?

Onedrive is no longer on the start menu. In file explorer, the onedrive icon no longer appears on my OneDrive folder either, yet I cannot uninstall or reinstall OneDrive.
