Note how you can ask useful questions using Google- faster than waiting for someone to provide the answer.

In that tutorial, where do I find "elevated command prompt"?
Sorry, I'm not going to open the tutorial, search it (CTRL F) for 'elevated command' and point you to it.

You can open it and search it yourself.

Taking ownership can be dangerous unless you know exactly what you are doing and why- the methods I gave you are non-instrusive and do NOT change parameters of the O/S, which you can end up doing.

it seems I can now uninstall in apps and features, but my main problem is uninstalling old apps in another drive. In that tutorial, where do I find "elevated command prompt"?
To get an elevated command prompt, go to your search bar (bottom left corner) and type cmd and choose run as administrator.

Take ownership worked. Thanks to you all.
    glad it worked.

Perhaps now is a good time to make a backup of your system. many here use Macrium (free) to make system image.

And, since you solved your problem, removing "take ownership" could be smart move. Or at least remember not to use it with system files and folder.
