No Cortana?

    Before considering an in-place upgrade repair install, please create a new user for test purposes, log in as that user, and see if the things that are broken then work.

    If they do, the problem is your user profile, not fixable with an in-place upgrade repair install.

    Do you have Cortana here - when you open Settings?

    a. The command failed
    b. The command succeeded, but no change.

    Nope, never even considered removing Cortana - I use it all the time actually. It was working until a couple of days ago I'd say.

    Created new "Test" user, and that account is fine. So it's profile specific.

    I do have Cortana in my profile:

    I downloaded the reg key, applied it and restarted. No change.

    Please post a screenshot of that being run- if you don't follow the instructions, this can fail. I.e. important to know if it succeeded or not.

    Please also post a screenshot of what you see when you click Cortana in Settings (should be the Hey Cortana screen).

    Then post a screenshot of Settings like this:

    Do you have any idea what might have happened a couple of days ago?

    Do you have a System Restore point or disk image you can restore? (The routine use of disk imaging is tirelessly recommended here- e.g. Macrium Reflect - free-paid).

    Good that search in Settings does work. (But puzzling it doesn't find 'Hey Cortana').

    Do you have a System Restore point or disk image you can restore? (The routine use of disk imaging is tirelessly recommended here- e.g. Macrium Reflect - free-paid).
    You mentioned a reg key- I never pointed you towards one, so have no idea what that might have been.
    - are you saying you enabled or disabled Cortana?

    Your OCR'd error for reference:
    Add-AppxPackage : Deployment Failed with HRESULT: 0x80073D02, The package could not be installed because resources it modifies are currently in use.

    error 0x80073D02: Unable to install because the Following apps need to be closed Microsoft.Windows.Cortana_1.13.9.18362_neutral_neutral_cw5n1h2txyewy.
    Have a look at your task manager, Details.
    What is shown for Cortana or Searchui.exe?

    Try booting to Safe Mode, then running that Powershell command in the same way.
    Capture and post the result. (Remember, things may be different in Safe Mode so you may need to be creative)

    Yep, you're right; backup image in the end. Life's too short. All is well now but I'll never know the cause...

    I'm also in the UK and just discovered I have no Hey Cortana option or an option to display the Cortana icon in the taskbar. I have the same issue on all PCs running the latest version 1909. Is this UK wide bug?

    Should give you a ..guess what.. window. (Does on 1903). You could try the Powershell command to reinstall it..if you haven't already..

    No bug as far I know, Definitely no Registry edits or Powershell command line stuff.
