Saving a line command as an icon?

I want to create an icon on the desktop to launch a program with an included command line switch, starting in a given directory:

Execute:
c:\thisprog\xxx\bin\thisprog.exe -x -y

from directory:
c:\thisprog\xxx

It seemed that in prior versions of Windows there was a fairly easy way to do this -- i.e. make a shortcut for the executable, then edit the shortcut's properties to insert the command-line switches and the directory to launch it from. However, I'm trying to do this under a new install of Windows 10 Pro, and I'm not finding options like this under Properties after I create the shortcut. Is there a (different) way to do this?

Thanks. For some weird reason, I wasn't seeing that Shortcut tab after I created the shortcut initially. When I try it again now, though, it's there and easy to edit. Sorry for a question with an obvious answer!
