New Version won't let me update

I just updated to the 2019 version. Now it won't let me update a program for this version. How do I fix this?

I'm sure Microsoft considers the publisher unknown because it's an independent developer. It should at least give me the option to override. As you can see I turned the mother hen off, but she didn't go away

You still haven't said what the app is. If you downloaded the executable, right-click on its file and see if it is blocked. If so, and you trust the source, you can unblock it.

I'm always suspicious when an obvious question has been blatantly ignored, especially since it was quoted. You can also see the name of the program was blanked out in the image provided by the OP. Makes me wonder
