Posting this 8 months later, Installed UVK for the same reason as mentioned above. Namely, I messed up the registry permissions because tried to enable the Diagnostic Policy Service. In essence v20H2 is a mess of bugs.
The end result was that it did nothing. My changes to the permissions remained the same.
Do a Repair Install. Seems like that would fix it with minimal impact to your system. Repair Install Windows 10 with an In-place Upgrade

Thanks for the advice. After weighing my options, and the time needed on the number of issues to correct, I decided to do a fresh install of 2004 and all the needed apps. Including Windows updates and software installation took less than three hours. Before v20H2 I had v1909 which also functioned superbly for my needs.
Frankly my experience with OS repairs is negative.
30+ years experience thought me otherwise. Specifically referring to the value of time spent.
I like to experiment which is why I try different methods. The journey is (almost) as important to me as the destination.
I do too at times, but not in the middle of work and that's what counts. . . . getting the work done uninterrupted by silly bugs.
Here are the list of problems I noted before reverting to 2004
Version 20H2 - firewall crashes - DPS disabled - LAN network is not working - Diagnostic policy service cannot start because access is denied - After each reboot windows rejects Irfanview as default photo editor and Firefox as the default browser, so I was was forced to uninstall Edge - The unchangeable start menu charcoal background is disturbing.
