I am trying to use a new program but this is what I get when trying to launch it. Online there are so many suggestions regarding the cause and what to do about I don't know where to start.

That's more or less generic message when a program tries to access reserved memory or even virtual memory.

How old is that program? Maybe you need to run it in compatibility mode and/or as administrator.

MyPhoneExplorer v1.8.12 is up to date. Mine runs correctly.

Have you tried their user forum? www.fjsoft.at/forum

Denis. Thanks for the suggestion, I have posted on the MyPhoneExplorer Forum and am awaiting a reply. However. after re-installing again the app is now working, though there are some problems. These are with some aspects of connection and syncing.

Connection has clearly been successful (for example all my Contacts on the phone have synced to the PC app) but I keep getting errors with various functions such as 'failed to obtain IP address', when the PN Code is entered correctly it s rejected even though it is shown correctly in the phone app, the Calendar launches but 'cannot detect phone' and so on. Hopefully, I will sort this out in time but any advice would be appreciated. It is mystifying to keep getting notified 'cannot connect' when the phone responds visibly every time I try to connect.

I have never used the PIN feature. Studying it was in my list of priority tasks [just after - worrying about the shortage of ping-pong balls in S****horpe].

If you give me a link to your MPE forum thread I'll chip in if I know anything useful.

I sometimes get connection errors but they work themselves out on the next attempt. I did get connection errors when I first started to use MPE.
    - I checked the IP on the phone, manually entered it in MPE on the computer and connected.
    - I was then able to set the connection back to automatic and it detects it every time.
[Depending on the circumstances, I connect by WiFi to my phone's WiFi hotspot or I connect with my phone as a WiFi client of my home network or I connect by USB.]

I first set MPE using the guidance in How to use MyPhoneExplorer with an Android Device - MPE forum

I will find my way back to the Forum and give you the link, not least because otherwise I suspect I will be all alone there. ---- unlike this busy W 10 Forum there seems to be few responses to questions. However, bit by bit as I check out the PC MyPhone app each glitch has cleared --- from what you say you had a similar experience. I have another related question for you which I will ask when I have found the Forum link.
