2020 solution to allowing PERMANENT permission to make changes to spec

    I'm also painfully cautious. But I just type UAC in the taskbar search box and move the slider to the bottom.
    Then I disabled SmartScreen as well.

    I'm surprised that UAC worked for you to launch a system-wide Startup app making system modifications. I returned my UAC slider to the default level after it failed to "fix" my problem. I had figured that my final workaround would have been to modify a Group Policy, but I didn't have the time to research that. Thank goodness for Sakshi108's suggestion.

    There is a good way to run a program through Task Scheduler that eliminates the annoying prompt for "Do you want to allow this app to make changes".
    This web page outlines the process: Disable Do you want to allow this app to make changes to your device? dialog box
    When you create the desktop shortcut to run the task, be sure to use this command: schtasks /run /TN "foldername\filename"
    The command in the instructions has formatted quotes that will not work if copy and pasted.
