    Half functioning brick after wipe/restore

Newbie to the forums here. Got a new-to-me surface pro this morning, did a wipe and restore on it.... Now it boots just fine, it will open the store, download and open apps (that I have downloaded) but that's it. Everything else seems to just be missing. Start menu won't open, Cortana doesn't work, Microsoft edge won't open, etc. I can use my volume slider but cannot open network and sharing, view notifications, etc. Any help would be greatly appreciated!

The "wipe" could have screwed up the System [which for has always worked best from a working Windows] by removing necessary files including some drivers. I've not yet worked on a Surface but would think it best to use the MCE/Media Creation Tool and its offering of a Bootable USB Thumb drive and do a clean install. Don't think it would be much different from doing a Notebook.
