Is Windows fast startup turned on or off? Easiest way to disable it is to run (as administrator):
    powercfg -h off

Are you sure that they do not start? Check running processes. I've seen cases where a startup program runs with no visible sign including a missing system tray icon. In that case:

Reset Notification Area Icons in Windows 10

(Wait for reboot prompt before trying to close the window)

If fast boot is the issue, then you probably can't get them to start with fast boot on.

They do start. But sometimes they dont, in which case I need to reinstall them.

But I'm confused by your suggestion. What do icons have to do with this? I have programs without their icons in the taskbar and they start up at boot with no issues.

I meant system tray icons (bottom right of screen)

Sometimes a program that starts on boot might display a system tray icon and if that icon is missing it might lead the user to assume that the software is not running. If that's not the case I'd suggest either delaying startup of the troublesome programs or else launch them on boot via an elevated shortcut rather than using the program settings interface.

Example. Here's a program where I've unchecked the startup option:

Programs Wont Boot When Windows Boots - Help-startup-2.jpg

Then created an Elevated Shorcut to launch on boot instead:

If I wanted to delay startup to give other programs a chance to fully load first:

It could be that you need to let windows fully load along with security software before launching other startup programs.

Again as I mentioned, I have system tray icons to programs that arent in the sys tray and they boot without issue.

Widows fully loads but the programs sometimes still dont start.

How do i delay startup of the programs?

After reading the post by sygnus21 I reckon the problem might be that the software is buggy. If you want to try delayed startup then use a startup delayer. Personally I use this:

    Download Autorun Organizer - MajorGeeks
