Cortana is not responding?

I use Windows 10 home edition, I have 32 gig of ram and more hard drive space than I will ever use!

My problem is that I an a Windows Insider who allows preview builds. After the latest build and cumulative update, when trying to use Cortana I get a message: "Sorry but Cortana is not available in English (United Kingdom) at this time".
Even speach recognition does not respond?
My latest build is : Windows 10 Insider Preview 19035.1 (vb_release)
And: Cumulative Update for Windows 10 Version Next (10.0.19035.1000) (KB4533028)

I have checked all the settings relating to Cortana/speech rec and microphone and they are all active?

I use Cortana and Speech recognition regularly, and I miss it?
Any help would be appreciated.

I am in the us and have the same issue with Cortana, Dell Tech checked everything plus uninstalled and reinstalled Cortana, no fix. This is a Microsoft update issue for sure. Just thought I would add info for the next person having issues. Fix this Microsoft, Dell said there getting alot of Cortana issues!!!!

I have already checked all my settings for Language and they are correct. The latest build; 19037 still has this problem, I have sent 2 messages to Microsoft via the feedback hub, but nothing has changed. If the next build is not fixed I will do a backup restore of 1903 using Macrium Reflect, and dump Insider support.
