Cant install Anything // I keep getting this Message
All i am trying to do is find a good EZ screenShot app for Desktop
so i have installed Lightshot Snagit and icecream Recorder when trying to install all i get is this

b. you are using a very old build of Win 10.
Is there any reason for that?
It appears Windows Update is working, but no attempts are being made to upgrade. Any idea why? Are you not being offered an upgrade?

I like Duckcapture (free)- one of a few that can complete a scrolling capture.
