can not uninstall emby? version 1903

I uninstalled it, said it was removed.
But it continues to show in the list of installed programs.
Then when uninstalling again, it gives me this error.
So it is uninstalled but it still shows its name in the list.

Would reinstalling Emby and doing another uninstall get rid of it from the list?

Had an issue with needing to run DISM and SFC because updates quit working.
I fixed the upgrade issue, installed the latest cumulative update for 1903, now it tells me a different message and it removes it from the list.

Of course the program looks different too, so I don't know if there are 2 ways to dump programs.
