Yes, but its no longer supported unfortunately
Note: As of December 2017, Classic Shell is no longer in active development. More details here
Development has been picked up by volunteers on GitHub under the name Open Shell

Well regarding the topic -- here's some history...
Years back Sergey proposed the same thing - I and @adamf (voluntary banned I believe) opposed it based on the fact that it was against the forum rules to promote your own site here - anyway it got nasty and Admin rightly deleted most of those posts - but suffice to say, there are many other sites for freeware (that's not developed here) and also bear in mind a lot of it is in fact Adware... so blame me if you will
