Snip & Sketch ruler does Nothing?

1) What is the purpose of the Ruler (or protractor) in this new thing we are being forced to adopt?

2) Here the ruler displays in a horizontal position, and while it can be moved up and down the screen, still in a horizontal position, it cannot be realigned to display vertically... Or even at any angle. Why?

Spin it with your mouse wheel.

Did a lot of online searching before coming here... Nothing worked.

Using any mouse button including the central wheel button only moves it around the screen horizontally.

Next?

Yes the scroll wheel work okay in graphics apps (Adjust tool sizes for example) It works okay in Filer windows.
It works okay in Browsers scrolling the text up and down, etc...

In the Snip & sketch when I use the scroll wheel on the ruler it just moved the ruler up or down the screen.
