Sounds like two separate issues potentially. As it's all user accounts that limits options. You could try this:
Set Default Start Layout for Users in Windows 10
    - for all users

    or re-registering your start menu:
Re-register Start Menu in Windows 10

Still related to that update, as reinstalling the update resolved the start menu problem. Going to try uninstalling it again, and hope everything stays stable.

Also, my system doesn't much like WUMT. Doesn't like it when I install/uninstall from there, (Some won't work at all through there), and WU sees WUMT installed updates as not being installed, so I set it back to automatic.

@dalchina your earlier tutorial about hiding updates didn't have a link. Is that done pretty much the same way as uninstalling updates, or...?

    There's a link in my post #5

and you can always search the Tutorial section...

    Download Windows Update MiniTool 20.12.2016
    WUMT

Google helps.. and sites like softpedia and major geeks are reliable.

    E.g. Google search format:

    WUMT site:softpedia.com

That's the version that I have, and still having issues with it.

Also this update issue is getting to be a real annoyance... right this second, i'm feeling stuck between a rock and a hard place... i install the update, can't use some programs. i uninstall the update, and the start menu breaks critically....

going to try once more, and use a start menu troubleshooter... if that fails, I maybe forced to reinstall windows... This is why I'm slowly working on migrating away from Windows into Linux. MS really needs to get it together.

Sounds as if something is broken- I can install and use it.

There is another, more recent- Sledgehammer- a wrapper script to disable WU around the script- but I think you've other problems.

    Windows for me is stable.

the version of WUMT I have isn't installed. It's a standalone app that was in a zip file. I just extracted it, and ran it with no install. Is the one you linked to an installable version?

Oh, sorry, I forgot- I use Nirsoft's zipinstaller which he wrote for his utilities- it creates the start menu and an uninstaller etc.

Thanks, I grabbed that now too.

As far as my start menu problem, with me trying to install/uninstall to get things working again, the start menu is now crippled whether the update is installed, or not. Since I can't open it, changing it's layout won't fix it.

I tried the start menu troubleshooter. It says that "Microsoft.Windows.ShellExperienceHost", and "Microsoft.Windows.Cortana" need to be installed correctly, and that the tile database is corrupted, but it won't fix either one.

*sigh* am I going to have to reinstall Windows 10?

Edit: Should I start another thread for this problem?

I think that's the wrong way round. Try it..

    and
Clear Live Tile Cache on Start in Windows 10
    - try searching
    Windows 10 Tutorial Index

I think I'm just going to go with the repair install. Seems like the best way, and I can hide that update right after the process is completed in order to prevent this disaster again.

My guess is it will also fix the Action Center, which doesn't appear on click anymore, and Cortana, which is also broken. Will update after to let ya know the results.
