Some Programs Not Opening After Windows Update

Have Windows 10 build 1803. Installed the updates that were released yesterday. Since then some of my programs are not opening, the cursor spins for a couple seconds then nothing.

Did sfc /scannow, it found corrupted files. Those were fixed, but the problem persists. I uninstalled the affected programs with Revo and reinstalled them, but that didn't work either.

It's only a couple of programs, one a VPN and two video editor programs.

I did the sfc scan and the corrupted files were fixed, but that didn't solve the problem. Tried creating another user and that didn't help either.

Did the Event viewer show any failure entries?
I had an issue with d3d9.dll when trying to run NordVPN. I just added the previous version of d3d9.dll to the NordVPN folder in Programs(x86).

Yes, a kernelbase.dll error and this error also;

I have not seen that one, sorry and I wish I could help.

I uninstalled the .NET update from yesterday and the programs opened fine. Reinstalled the update and they have again stopped working.
