I'm Ken, retired railroader, professional artist living in central PA. My graphics program stopped working when I got my latest win 10 update. It is 32 bit and I have used it for years. I tried a windows restore and the program would not re install.

Both vary hugely across users. Sadly the forum does not make it a requirement to state the build so we have to keep asking.
Have you checked the program's site? What is it stated to be compatible with in terms of Windows builds?
If you wish to continue to use an incompatible program, you might try installing it in compatibility mode. (rt click, Troubleshoot compatibility).
If it will not install even with compatibility settings, you could run it under Win 10 in a virtual machine e.g. VirtualBox (free) with an older Windows installed.
