Hmmm.... I've got a Lenovo 2017 ThinkPad X1 Yoga with Vantage (ver. 4) installed and I've not (luckily) experienced this issue. And yes, Eye Care is off. Not willing to mess with Eye Care either now that I've read about this issue. BTW I am running Windows 10 x64 (build 18362.356)
Anyway hopefully the OP can get the issue sorted.
As far as I can tell this is a problem unique to Lenovo Vantage and its ECM (Eye Care Mode) settings, my link in post #31 can show you how to get to the ECM.
The instructions at the link offer two ways to reset the ECM, one for v4 and another for v10 the only difference I can see is v10 is a bit fancier and has a different layout but the basic format and settings to reset the ECM are the same.
To check which version of ECM you have: Open the Vantage program >Click on the '9 dot more options icon' at top left >Click on Preferences; It should be listed first. Mine is 4.27.32.0
My daily beater is listed in: My Computers >system one, my wife's is system two. Both machines have ECM off and as suggested earlier, if you have a third party temperature program like F.lux you may want to fiddle with that and don't forget that win10 has a display temp feature now called Night Light it's also off on both machines: Turn On or Off Night Light in Windows 10
