If using a restore point isn't possible or you've tried it, and you don't have a disk image you could restore..then.. unless you know what immediately led to this problem:

I suggest you perform an in-place upgrade repair install which keeps all programs and data.

For that you need an iso of the same build etc as you have installed - 1903 - which you can get using the
    Microsoft Media Creation tool.

Log in as usual, make sure you have, say 30Gb free on C: , rt click and mount the iso, run setup.exe from the new drive created.

A cautious person would create an up to date disk image before starting- just in case. E.g. using Macrium Reflect (free).

Thanks for trying to help me here. Much appreciate.

I tried the In-place upgrade, but getting the same issue. Nothing getting updated or installed from Windows Store. Am flummoxed on what possibly could be the Issue.

Unfortunately, resetting the OS, or reverting back to an older backup is not possible for me.

Any other expert thoughts you have to suggest over this?

Just to let you know - I know this might not be relevant - I purchased a license of CCleaner, and cleaned the registry with it, and thereafter using the Windows Repair Pro for fixing any potential issues. Could these cause some Issue?

You run risks using tools like this. Whilst Ccleaner is held in some regard, the general view here as expressed in several older threads on registry cleaners is don't - and there's no benefit in doing so.
(The temp file/cookies cleaning functions of Ccleaner are fine)

Now, as the in-place upgrade repair didn't fix this, that suggests it could be user profile specific (which would not be fixed by that).

You can test this by creating a new user for test purposes, logging in as that user and then seeing how the Store behaves.

More generally- and for the future:
How do protect yourself against corruption, disk failure, and your own mistakes?
As this forum (and I) so often recommend, use disk imaging routinely as a discipline. If you have disk images of Windows, you have a good chance of being able to restore a disk image created before the problem occurred- that without needing technical help, and all the time consuming trial and error 'fixing' that may follow.

E.g. Macrium reflect (free) + external storage for image files.

I agree with your suggestions and just purchased the Macrium Paid version.

Meanwhile, also tried logging out from current, and logging in from another newly added MS account. Same issue

Seems like some fundamental Issue happened, which is preventing Store from updating/installing apps.

Could a software like "Autoruns" to regulate startup Items cause this?

That program simply disables startups. Nothing to do with the way the Store functions.

    If you search for
    0x80070002 Store

you will find many results- including in tenforums.
You might find something to help you..

From my link above, just to check, did you try this, exactly as is:
I appear to have fixed my issue with the store. Here are the steps that I took:

    1. Signed out of my account in the store by following step one in the instructions located here: Sign in Store with Different Account in Windows 10 | Tutorials

    2. Closed the store.

    3. Ran WSReset.exe

    4. Logged back in to the store with the same account information.

Suddenly, everything I try to download works.
    If you read on there:
    https://answers.microsoft.com/en-us/...d-61bee0ea1f9c
there's a lot more detail you could check - including registry keys.

    Nothing worked :-(

Ultimately I had to restore to an older backup only. Now it's fine. Trying not to mess up again. Now using the paid Macrium also.

Thanks a ton for being so helpful.

One more question: Any other tools for whatever needs, which are must have on Win 10 that you can recommend, besides Macrium?

Glad you had a backup to help.
Clearly it's guesswork to an extent trying to fix certain kinds of error- no guarantees there- and it can be incredibly time wasting trying to do so.

You'll be aware of System Restore - you may be aware that using it to restore is often found to fail, in that it does not complete, leaving the system unchanged. I.e. you can even schedule a daily restore point, but no guarantees that will be of any use.

The nearest thing I know of to that- more sophisticated- is Rollback RX - the free version is adequate. However i would be very cautious about how that interacts with feature updates.

None of those help where the problem developed well before any available restoration data. Further, the older disk image you have to use, the older will be the data restored on that partition. Thus, when installing Windows, it's best to plan where you're going to keep your personal data, including, say, email if using an email client, browser-related data etc. so as to minimise disruption when restoring an OS image.

My personal approach is to create my own folders on a separate disk (or at least, partition) - My files and folders, My Photos, My Music etc. In a multi-user scenario you can include these in libraries to protect access, for example. I wouldn't relocate default folders for several reasons. E.g. installing programs fills those with folders related to those programs- i want just my files in my folders.

Useful tools: Kyhi's boot disk (top of the Software and Apps section); a good 3rd party partition manager (available on Kyhi's disk too). Revo or Geek uninstaller to start uninstallation of programs and additionally clean up. (Many uninstallers are incomplete).

CCleaner is a good cleaner- I wouldn't use any registry cleaner though.

Fast 3rd party search tools: I like Locate32; Everything (voidtools) is popular, but uses more resources. These don't offer indexed content search, but do provide 'instant' search across all disks.

Open shell (was Classic Shell) - full-featured configurable start menu supporting drag 'n drop, XP/Win 7 like features, configurable search, and unlike any Win 10-style menu properly supports deep folder-tree categorised start menus.

    Hope that helps..
