    Just re-tested on a portable image viewer.

    It should add a portable app to the 'Open with' list if you go through the 'Open With > Choose another app' process, scroll to the bottom and click 'More apps', then at the bottom of that click 'Look for another app on this PC'. Then browse to the portable app and click on it. Here's Audacity Portable after doing that....
