I have a code of a program that is ignored by its owner and for which no support is available, their website does not exit any more, can I continue developing for my own use?
Thanks

It depends on the licensing of the software. The programmer could still hold rights to the code even if they shut down their website.
Links so we can also look at the software you are talking about?
The address of the (defunct) website would help. It may well still be available in the Wayback Machine.

With the limited information provided it is impossible to answer this question.
The term abandonware is very broad with many possibilities. The owner may no longer be supporting the software and the website no longer operating but that doesn't mean he has given up any rights to it. It all depends on the terms of the license agreement and they vary widely. One extreme would allow you toy do anything at all with the software including selling derived software with a different license agreement. Microsoft Windows is an example of the other extreme. Qualified individuals can obtain the source code but modification is explicitly denied.
If you have the source code it is very likely you have a copy of the license agreement. When source code is released it is almost always accompanied with a copy of the license agreement that specifies what you can and cannot do with it.
