Really depending on what you want to do.
Edit the document's content? Cheapest is Openoffice. Not everything will be preserved. Adobe Acrobat will do the trick, but it's expensive. If it's one time job, you could try it- they did have a trial versions
Microsoft Office can do a decent job these years.
Page reorder, and similar - you can do it with free versions. Many out there. I used PdfSAM, but it was years ago
Inserting hyperlinks etc. - Foxit reader.

I recommend Sumatra PDF! It is light weight and consumes only 3MB RAM and is also less than 5MB in size!!

I think this is the number 1 PDF viewer, it is much better than Adobe Acrobat Reader and the Windows Reader that I used in Win 8.1 and Edge in Win 10.

Only think the guys (devs) were separating Pdfsam basic and pro (or enhanced), and many features were cut off from basic (free) version.
One strange thing.. Foxit (reader - completely free) is the only one which can effectively manage (edit and rearange) hyperlinks in pdfs. Beside expensive payed tols. If anybody needs that...
