How to make Windows Store Apps remain on the system after OOBE

If I setup a computer and enter OOBE (sysprep) setup to install all drivers, then install all the utilities/apps from the Windows store app like the nVIDIa Control Panel, Realtek Audio Console, etc. once I exit OOBE and create a new user account, the user will not have any of those Windows store apps.

But I see that OEMs have a way of keeping those apps because like on my Alienware laptop, when I created an account, all the Windows store apps that are needed for those drivers to work properly were already installed.

How do they do this to make the Windows Store apps stick/applied to all users?

You have to make those apps available to all, not just one user. You can do it with changing the start menu directory, with shortcuts, or place symbolic links to allow all users access, by placing those links in the all users directory.

still not clear on this. As far as I am aware once you exit OOBE, the built in user account Administrators is cleaned.

What I want is when someone turns on the laptop and goes through the initial Windows Welcome Wizard setup, that he'd find the apps already installed. just like how OEMs do it when they ship laptops to customers

You have to place shortcuts or Symbolic links in the Default or All Users User directory for those programs and apps.

Would you mind telling me how to do this step-by-step?
