I recommend against using JPEG lossy compression for documents, though. PDF XChange-Viewer can export PDFs as images (bitmaps).

More free options:

PDFShaper (free for non-commercial use) can do a lot of things with PDF files (convert, extract images, rotate, sign, etc).
