It was already asked some time ago to suggest free simple pdf readers.
In fact I have the same question, but added some extras apart from reading only.
I would like to be able to: rotating (90 or 180 degrees), combining pdf's, extracting pages, deleting pages, inserting pages. Hopefully, there are free alternatives for these Acrobat options.
Unfortunately, as these are classed as premium features most if not all developers do not include them in their free option. Nitro PDF used to include some of what you ask for, but I think even they have migrated them for the full comercial application.
One thing that may be an option, is a little out of the box, but could work ...
Most of the word processors available from Word to the free packages, can both read and write PDF files so it may be possible to open the PDF in the Word Processor, edit and/or otherwise modify to needs , and then save as another PDF [this does depend on the original PDF not being password protected or otherwise locked / protected which would also apply to a pdf application, free or not]
I'm sure there may be options available to do what you wish, although all the options may not be available in a single package
PDF Shaper Free is not a PDF reader, but allows you to do a bunch of stuff with PDF files. When installing, choose custom install and disable any bundled addons trying to be installed.
