MSN apps and 3rd party apps crash when opened after the 1809 update

I have a Dell Inspiron 13-5368 2-1 laptop. Dell claims it was successfully tested. Maybe true. At least the laptop boots up into the desktop. However, the first problem I had was that my customized desktop configuration was totally wiped out. After the update finished the desktop reverted to the Windows 10 default themed desktop. Next problem, was all the MSN and many 3rd party apps (identified as owned by me) either won't install or open. Is there a solution to get the apps working again?

Hi, I can't tell you what has happened to cause this- I upgraded successfully from 1709 to 1809, losing nothing other than 2 or 3 special GUI changes I knew I'd lose.

I'm wondering if you're logged in under a temporary profile, which could explain what you're seeing.

There are some clues there which will help you check.

    And...
Is your user profile path as you expect?
Does the Start menu contain what you expect it to?

Just one local user profile being used. When the 1803 update hit my laptop, nothing was corrupted or lost. I can't understand why this update would change anything. Crap. I do see this folder called Default.migrated, but there's nothing in it. Other than that, my user profile folder and the Public folder are the only folders in C:\Users

Hi, clearly you've not done a clean install as you have your user profile. Did you upgrade via Windows update, or using a downloaded iso? If the latter, is it a current iso or older?

Do you have all your user data? Your comment suggests you do. (There were reports of data loss a long time ago).

Had you made any changes to paths or folder locations?

You have the option to roll back- to which build? I'm wondering why 1803 has taken so long to be installed.

UWP apps (from the Store) or downloaded traditional programs, or both? The former are relatively easy to reinstall, but this should not be necessary.

Have you done basic disk checks?
HD Tune (free), Health and Error scan tabs; run
    chkdsk c: /scan
from an admin command or Powershell prompt
