DISM.exe Failed While Trying to Install .NET Framework 3.5

I am trying to install .NET Framework 3.5. But for unknown reasons, this is not helping me out. Is it because of Windows Services, Computer Management, or the .ISO Windows 10 file?

    Error Code: 800F0831

    Your command has two errors.

First, the source should be the drive letter of a mounted ISO (tutorial), not ISO file itself. Second, the backslash characters (\) in your command have been replaced with character ¥.

    Correct command syntax:

    dism /online /enable-feature /featurename:NetFx3 /All /LimitAccess /source:X:\sources\sxs

I used the USA locale and the correct syntax, but it did not work. I got the same error code.
