Just can't remember or find the name of the Windows 10 photo editor which edits and enhances home photos such as colour, darker or lighter etc. in a large panel with individual horizontal slider controls on the right of the screen.
Or is it another programme altogether....?

Thanks similar lay out but it's a free one beginning with letter M possibly Microsoft but annoyingly can't remember the rest....
Unfortunately no. Say you had 30 or so pics in rows you could choose which one you wanted to individually edit by clicking on it which is about all I can remember, though I might have been using Win 7 as it was quite a while ago....

Not sure where I downloaded it from originally, not above link, but it also came with Photo Gallery.

Sounds like Photo Gallery to me...
If you don't have Photo Gallery, you'll have to download the, no longer supported, Windows Live Essentials offline installer.
