Foobar, although is one of the best especially on Tagging, does not meet OP's needs, like AGC. Also does not support external DSP plugins, except of its own which do not include an AGC one. PS: Do not confuse AGC (Auto Gain Control) with Replay Gain or Normalize. They are completely different.
I suppose I can live with the other quirks music player wise but the volume issues from a mixed source 70+GB mp3 (some flac to mp3) archive are starting to get to me. I am looking up and reading through stereo tool and agc tutorials, least those I can find LOL. edit Out of curiosity is making a program like soundlock that works per program sound graph possible? then raise lower the programs volume based on where you set the volume to be, tho soundlock is messy is works well enough just playing music, but add a game onto of that and its always lowering the volume due to the game. a virtual OS could work but gaahh thats alot of overhear/resources just to run a music player..

@ZippyDSMlee : "Stereo Tool" has its own Forum for questions, in case you've missed it.

As I said, it takes some effort to acclimate to achieve desired results. Pedantry aside, there are various methods to achieve the desired results.
    example x:
    Foobar2000:Components/Winamp DSP Bridge
Nice example but... Regardless of some issues due to difference in Foobar and Winamp architecture, needing two (Foobar needs Winamp installed to access its plugin window) or more players just to listen a song is not wise enough...

P S : Foobar cannot do what OP wants (actually, AGC on the fly), even if you're acclimated better than its developers

    Hi there
Actually WINAMP still works perfectly so why not continue using it - and also if you rip CD's to say trk1.cda, trk2.cda etc it will also tag the tracks as it has the built in gracenote DB which is one of the better music tracker db's.

Otherwise KODI can do more or less what you want but it's so much more than a music player so it could be a bit much for what you want. VLC also is pretty good at handling audio and has a decent built in mixer.

    Cheers

I think I got stereo tool figured out, kinda, it sounds like its working anyway. Also I just noticed winamp, at least this new version(5.8 3660 oct 2018) has a search in playlist feature. I am already dumb I wonder if I am going blind too, or was that the other way around LOL (learning disabilities are fun).

The only thing of note I can think of winamp dose not do is have a enqueue system, it uses the playlist to enqueue files so I can't queue a bunch of stuff to play then go back to the playlist if the playlist is set to shuffle.

Don't worry...it took me minutes to learn about "Stereo Tool" AGC and some other functions (I'm a little bit familiar to audio processing) but took me many days to find out my desired configuration. Finally, I've managed to make it work EXACTLY as I wanted to. I've used it on Broadcasting, I also use it in a crowded place (in a bar, background music, not loud) and the result is just amazing.

You may test it hard and you can every time save your configurations and load them again to compare.

Sorry for chatter but I'm very excited with (free) "Stereo Tool". It's a real professional tool.
Unfortunately, I cannot help you with Winamp.

    @ZippyDSMlee
I've just remembered...there is one more app -Breakaway Audio Enhancer- doing perfectly and much easier what you need (AGC and not only). It's a paid one but you may try it.

IMO, "Stereo Tool" is better than "Breakaway" in sound quality due to multitude of adjustments and options while "Breakaway" is much easier to use, with a decent enough sound.

Tested it, Breakaway sadly like sound lock is global, tho sound lock only limits max volume, IE all sounds are processed I just need winamp/program specific processing of volume/sound. I wonder if autohotkey can process a programs sound graph, if you then via programing fu I might could auto level the volume based on program output... I am not finding an answer yet so stereo tool is it for now.

No! "Breakaway" installs its own virtual sound card (right click on speaker in taskbar => Sounds -> Playback tab) so you may lead only your desired apps output to its input and not the whole system sound (as it is by default). Also, it does not limit only max volume, it increases low volume too, depending of preset you've chosen and specific adjustments you can make.

Ah, I thought it had to be the default output(it said as much when I installed it), so it can be used side by side with the main output and you pipe the music player to it,nice, got it to work lets do more testing!

Standalone version of "Stereo Tool" can also be used like "Breakaway" (not as a plugin), but you have to install Virtual Audio Cable which is paid (trial), as virtual sound card.

UPDATE: I've just found a free virtual sound card: VB-CABLE Virtual Audio Device
    It works fine!
