Please create a new user for test purposes.
If the Store runs then, it is a configuration issue related to the original user.
If it doesn't, it's some more general issue or Windows corruption.

As you say this affects some but not all, and if they all use the same internet connection, presumably it's not related to your ISP, internet configuration or ISP.

What error or indication of failure (screen message, event log, Reliability History) do you see?
