Windows Store & Apps do not work in Safe Mode

    Windows Store & Apps do not work in Safe Mode


    I have Windows 10 Home 1703 and when inside of Safe Mode the Windows Store, and apps like Calculator, Edge, Mail, Maps, Messenging, Tips etc. will not load, instead it gives a pop-up window that says "This app can't open (app name) can't be opened using the built-in Administrator account. Sign in with a different account and try again" See attached picture of actual error message. Any way to fix this?

    Did you do safe mode with networking enabled?

    Yes, both Safe Mode and Safe Mode with Networking have the same results

    Is anything I can try to do besides reset PC that might fix this?

    If you were to open Microsoft Edge while using the Built-in Administrator account or a Domain Administrator account on a Windows 10 computer, Windows will prevent you from doing so...

    The reason behind this is a security feature added in Windows 10.

    As the application executed in the Built-in account are automatically given elevated rights, the apps are blocked for use to prevent them from harming the operating system. As the Microsoft Edge was added in Window’s 10 as an app, it is now affected in Windows 10 too by this feature.

    If this is actually true, then can you explain to me how another Windows 10 Pro 1803 system I'm using has Microsoft Edge, Windows Store & Apps working in Safe Mode? I will attach a picture as proof of that.

    I do not think this is about Safe Mode per se but it seems to imply that Windows 10 does not allow running any app with the Built-in Administrator account. But since the link is not mentioning anything in regards to Safe Mode it's hard to assume it'll be helpful.

    Sorry, I am stumped.

    (ps: I don't know if this is relevant but have you tried changing the UAC whilst in safe mode to see if you can run the apps ?)

    No problem, I seem to be also.

    Yes it does not make a difference at all. My guess is only in Windows 10 Pro and above do Store apps work in Safe Mode, but would like someone more knowledgeable to chime in.
