NO change in Skype 8.38 .... still runs when "turned off"

Today in order to accept a Skype Invite from someone with whom it was important to Skype, I was forced to install Skype 8.38 again. After getting the connection to the individual complete (or at least started: she must still "accept" even after having first sent ME the Invite), I checked the settings as advised above, found those indicated above as relevant were all properly OFF and turned off Skype. Task Manager showed Skype still running in the background despite the correct settings

I tried this several times, turning off Skype with the X on the upper right window corner as well as the "Quit Skype" in the taskbar icon. It was always still running when checked with Task Manager..

So as before I uninstalled 8.38.0.138, cleaned it from the Registry (as much as possible) and re-installed 8.31 .... which works perfectly!

I have had to uninstall 8.37 which keeps being force-installed (allow it or no Skype!) if I stay on Skype too long or do anything significant and which has the same issue as 8.38 of continuing to run unless stopped in Task Manager DESPITE having "run in background" switched off in Settings .... and re-install 8.31 THREE more times now since the above post. Have told Skype Support in Live Chat with a person (am sure it was a human: they made spelling and grammatical mistakes, quite human!) and they promised to report the issue to the technical people, even discussed it with their supervisor.

I am unsure about what happened previously, but after the latest forced Skype update to 8.39 I have made a series of tests re: turning Skype totally off. Due to some combination of the software plus the task priorities of WinX 1803 and the 4 logical processors in the HP 840 G2 Elitebook ..... there is often a delay, sometimes several minutes, between clicking Skype 8.39 OFF and Task Manager indicating that Skype is actually off.

I have repeatedly tested this and unless the above changes (Skype eventually indicated OFF in Task Manager). I will assume the issue is solved.

All worked fine with 8.39. There was sometimes a delay until Task Manager indicated that Skypw was off, but after a bit was always off.

Skype just now auto-updated to 8.40. Initially showed "on" in Task Manager, but re-checking in a minute or so showed Skype off. I assume it is a priority issue either in Task Manager or Skype w.r.t. my computer and/or v 1803.

No matter, so long as it winds up off,

    Problem therefore still SOLVED
