What is the definitive fix for MRT? This app has been blocked

I can tell you this does not work, since (a) there is no path to the MRT executable that shows up when you do a search, you do hit a dozen dll files and stuff. (b) login in as an admin does not help either.
There are Registry hacks and I cannot find any references to the MRT there either, in given links.

is there a definitive solution? And why does this problem exist in the first place, it should work out of the box. I downloaded the latest version of MRT and the installer does not work, when clicking on the install app, nothing happens.

    OPTION ONE

Bypass "This app has been blocked for your protection" in Elevated Command Prompt

    1. Open an elevated command prompt.

    2. Type the full path of the app within quotes like below into the elevated command prompt, and press Enter.

    "full path of app"

    For example:
    "C:\Dell\Drivers\24T1W\R235168\Setup.exe"

and this does not work either, since I am *already* logged in as admin:

    OPTION TWO

Bypass "This app has been blocked for your protection" in built-in Administrator account

    1. If you haven't already, enable the built-in elevated Administrator account.

    2. Switch user from your account to sign in to the built-in elevated Administrator account.

    3. Run or install the blocked app.

    4. When successfully finished installing or running the app, sign out of the built-in elevated Administrator account.

    5. Sign back in to your account.

    6. If you like, disable the built-in elevated Administrator account.

    a) there is no 'path to the MRT' because the MRT (I assume you are talking about the MSRT) is a stand-alone app and is not installed, you just download it and run the .exe.
    b) I'm not sure what you mean by 'the installer' (see above)
    c) I cannot reproduce your problem, the MRT runs for me.

If you mean some completely different 'MRT' then you'll have to tell us what it is.

If you mean the MSRT then where did you get yours? Download it from the official Microsoft site and try again. The latest version is a file called Windows-KB890830-x64-V5.66.exe

    (a) The software is called Windows Malicious Software Removal Tool (MSRT) but when you hit Win-R and run it, you have to type MRT.
    Makes sense?

when you download the software from the link it provided, it offers a bunch of options, such as:

    Microsoft recommends

Select the check box next to any downloads you'd like to add to your queue. After clicking Next, You'll be guided through a simple download process.

    (b) when you say no, it says "No thanks and continue to DirectX End-User Runtime web installer"
That's from the link you just quoted, you did try it yourself, did you not?

    (c) If I double-click on Windows-KB890830-x64-V5.66, I get an hourglass for half a second and then nothing. It does not run. Not as a regular user not as admin either.
If I run MRT, I get this. Is anything not clear at all about this error?

Ah, so the error was not 'this app has been blocked for your protection' as implied in your OP, but 'this app has been blocked by your system administrator'.

That's a Policies issue, see this Solved thread...
