Playing MP4 but Missing Codec 0x8007000e

Morning all
This has been an intermittent issue on this installation.
It plays fine one minute but next time i'd get this.

Also apps that need video or 3d display report that direct x is missing, whereas it wasn't at the beginning of the session.

dxdiag reports no issues.

VLC plays it fine, WMP plays it fine, but Windows Movies and TV does not. Ordinarily I'd say ok just skip the issue and go for either of the working alternatives but as mentioned above, this issue is deeper since other apps act as described.

Any ideas?
