    Android - there are apps available for that. Not a recommendation (I don't use Android) but Google found this...

    There are similar apps for Windows if you search the Microsoft Store.

    This is a downloadable installable program (rather than a UWP app).
    Not tried the audio feature (bottom one shown in my screenshot) personally.

    How good it is- whether there are better- you're free to search for more...
