If you can and I can't It must be a Bug, not a feature.

    MS we found another bug

    Thanks Maverick!

Have you tried changing them from Control Panel?

yes, I try it and nothing, I try to change the default program for xml to open with notepad++ after the update I only can choose internet explorer and edge, and if I has a file associated before the update to notepad++ and change the default after the update, I can't return to notepad++

Is a rarely issue because not is with all files is only whit some extensions, I try it with txt, sql, xml, jpeg, png

You might try running some DISM Tools to see if you can fix notepad? Run each one in an Admin CMD prompt some will take quite a while to finish. Run SFC/ Scannow 3 times.
    Dism /Online /Cleanup-Image /CheckHealth
    Dism /Online /Cleanup-Image /ScanHealthDism /Online /Cleanup-Image /RestoreHealth
    Dism /Online /Cleanup-Image /StartComponentCleanup
    SFC /scannowchkdsk
    C: /f

Thanks roy111, and you're not the only one. I was getting pretty frustrated with this error today. Control panel methods also failed to set the associations on my machine. Oddly, I could change a previously assigned association but only once. New file types could not be assigned at all. Removing KB4462919 fixed the problem. I read somewhere the problem may also be fixed with 1809.
