Same here. Skype, Windows Store and Microsoft Edge are not connected to internet. I fixed the problem by enabling IPV6 in Network Adapter Setting. You may refer to this post After 1809 upgrade unable to run Skype or Microsoft Store Solved - Page 2 - Windows 10 Forums. Good Luck!
I Had the same issue and just enabled IPV6 in network adapter properties.

These are now quasi-official bugs and mentioned specifically by MS in explaining why they've (temporarily) yanked access to 1809 and Windows Server 2019 GA releases. I imagine fixes are underway and they'll get new versions out as soon as they can. Hope this doesn't turn into a vicious upgrade cycle, for sure!

I had that same problem before the update.. I was using my sister's wi-fi, it only did that when she and my nieces connected their cell phones to it.
Just my opinion now, some will argue here, Our internet modem/router and our computers wi-fi is 2.4 Ghz, cell phones are 4 Ghz, some are capable of 5 Ghz. Just my opinion only, (not going to argue with those that claim they're smarter because they done this and that) those cell phone with a faster Ghz, suck up the 2.4 Ghz.
There is a APP in the store, it does what the designer says it will do,, Wifi Analizer. You can use it where you can place you modem/router and computer where the signal comes in the best.
