Make sure in Region settings to set Windows to United Kingdom.
Belgium and the Netherlands are 2 different countries.Yes i know you can enable cortana by changing your region and stuff but that sucks Microsoft has 2 options provide a way to enable cortana like it works in any other country or stop the crap and lower the price for Windows licences as there are features we are unable to use.
You might be right about microsoft spying though .The EU has strict privacy rules and cortana might be in violation .It wouldn't be the first time Microsoft is getting finned by the EU.
The issue is that MS is not spying. I do not use Cortana and do not even use SIRI. AI never gets it right and Cortana still has a long way to come.

Microsft heeft absoluute geen kennis over het verschil tussen vlaams en nederlands !!!
(Probably most people outside those two countries don't either - although I've regularly worked in both of them!!).
Don't really know why any sensible person would even think of using something like cortana anyway -- I HATE voice activated stuff -- if I want to scream at a TV then it's only when someone scores (or misses) a goal during a football (real round ball where people actually KICK the thing during the game) or a Referee who definitely should have been to an optician before officiating during a major match.
