Classic Shell Menu has nothing to do with this- 99% sure. So many users of it on this forum.
Usually when the Store won't work that points to an in-place upgrade repair install if you don't have a suitable previously created restore point or disk image.
Make sure you've done the other things I've suggested first.

This is actually quite an easy thing to do. Follow the above if your build is 1803. If an older build, post back advising what it is.
Windows key + R, winver

dalchina: I do have Version 1803. The build is a much longer number. I looked at the link and carefully read the instructions. I am not as experience obviously as you and others there. The page said I need an ISO file. Then when I clicked on that it wanted me to join some evaluation for Windows 10 Enterprise. It didn't say what might be lost. It all sounds a bit confusing. Often when I get suggestions in the past, had have computers since 1987. (anyone remember the old Timex Sinclair or the Radio Shack computer loading programs by cassette tapes) But some suggestions, because I could not grasp it all, lead to more issues, problems. And I was worse off than before. Then no one wants to answer how to get back. So I might just let this go and work with 3rd party programs to do the job.
I'll look over it some more. Apologies for my lack of knowledge.
It's actually easy and such a valuable repair method.
Make sure you have about 25Gb (say) free on your C:
For security, update your disk image (we strongly urge people to use disk imaging routinely) e.g. Macrium Reflect (free) - gives a way to recover when bad things happen- hopefully without technical help.
a. Get an 1803 iso e.g. using the Microsoft Media Creation Tool (MCT), the same base languge as yours.
Download Windows 10
b. Mount the iso - rt click it and click Mount (assuming explorer is still the default for iso's).
c. Double click the new drive letter, then run setup.exe
Note: each time I upgrade to the next build, I do it manually. That means I create a bootable version of the new build- a useful repair tool ready to hand.
Yes, so I downloaded Macrium Reflect I believe to make an image?
After downloading the free Home setup and running it apparently it this is what I see ?? And when I click on open with Store (large tile, on this image) Store pops up and pops out. Nothing there now. Done it several times. Ran also as Administrator too. ???
Do you have Windows 10S? That is restricted to Store apps and does not allow downloads from the general internet to be installed.
Have you never installed a program manually like this?
I think I've seen something like this reported once- just a vague memory though.
See:
"Your PC Settings only let you install verified apps from the store" when attempting to install the Brother software
to hopefully resolve this.
Note: I simply searched using the error text to find that:
"Your PC's settings only let it install verified apps from the Store"
I have been able to go to the Store and load and use apps since this PC was purchased as a Win8. Never had this problem. I feel it's a result of an un-asked for update. I"ll let it go now. Thanks for the help. I had also pre-googled the err and sometimes there are so many solutions, none of which really promise fix. Maybe a future update will correct it. Thanks once again! ":-Dx
I wonder if you are familiar with downloading and installing programs from the internet - other than the Store? Fully supported by Win 10, same method as in Win 7, for example.
I believe the link I posted might help you. Otherwise you are strictly limited to apps from the Store- a very different option to the 1000s upon 1000s generally available.
Doubtful- not seen a similar report.I feel it's a result of an un-asked for update.
