    I don't know what is missing from KYHI pe.

    You could try extracting the msi to hard drive/usb stick.

    Boot into pe.

    Browse to the extracted folder and run advisor.exe

    The error message displayed a problem with Kyhi boot rescue administrator policies.
    How do you find them and adjust them so that the software can be installed?

    Currently I've handy two flash drives.
    One has the Windows 10 iso and the other Kyhi boot rescue.
    How could either of these be used to install and run the HP performance advisor so that the flash drives can still be used in the future for recovery?

    If this works the software that is needed the most to install is the Intel Rapid Storage Technology software (RST).

    You can use 7-zip.

    Or merge this reg file to get "Extract MSI" on your rt click context menu

    EXTRACT-MSI.reg
    Code:

    You can use this to add drivers to a wim file. Put your extracted drivers in the relevant folder, e.g. if you have 64 bit drivers, put them in DRIVERS\x64 folder.
    Then run as admin on the UPDATE-WIM.cmd

    wim-add-drivers.zip

    It is easier to use the reg context menu. I always have that on my context menu.

    Sometimes 7zip can do it, but it depends on finding cab files inside.

    What do you think is the likelihood of sucess with the steps?
    The registry I rarely alter.
    What pitfalls are there in these steps?
    Is the registry being used/altered on the problematic computer or a different computer?
