There has been an ongoing issue with the site getting a lot of hits at once from China...
Like 1200 at a time when normal use is about 250 a day...
They had already gotten a warning (before) about terms of service use - Due to High CPU load...
and that the extra bandwidth was causing issues with their Hosting Server...
But, the reason this time, is still unknown for sure.."

I am not a techie person myself but keep trying something new. I downloaded the 7z file (175MB) WinPE project and i already had a Win10 X64 (latest) downloaded from MS. I managed to create a very basic .ISO recovery image from the PE Builder and got a 700MB file as a result (692MB to be exact). I burnt the ISO using RUFUS (FAT 32-MBR-BIOS or UEFI settings) and managed to boot from it..(so happy i am).
But how do i use the same iso to install a new fresh copy of windows? what additional non-complicated thing that i can do?

You would still need access to the Windows Setup Media...
You could Extract the Setup Media into a separate Folder on USB
Then from inside XPE browse that Media Folder - for "sources/Setup.exe" to run Windows Setup
