This thread is about creating a WinPE environment - not adding programs to full version of Windows.
If you want to customize a full Windows Image to add some programs to it you should probably look at this tutorial : Customize Windows 10 Image in Audit Mode with Sysprep | Windows 10 Tutorials

In the Third Post in Recovery Tools - there is an Image-Prep File...I followed @Kari's tutorials to inject drivers into the install.wim file, and then use dism to deploy the image and BINGO - I could now clean install without having to remove my DVD caddy.
Drop your New Win10 Install.wim on the command - skip the key - export host drivers - import host drivers into install.wim and wimre.wim
TYPE IN THE WINDOWS PRODUCT ACTIVATION KEY . Hit Enter to skip
WOULD YOU LIKE TO EXPORT SYSTEM DRIVERS FROM THIS PC? Press 1 or 2
WOULD YOU LIKE TO ADD THE SYSTEM DRIVERS TO THE INSTALL.WIM? Press 1
WOULD YOU LIKE TO ADD THE SYSTEM DRIVERS TO THE WINRE.WIM? Press 1
WOULD YOU LIKE TO ENABLE .NET FRAMEWORK 3.5?

when all is said a done you will have a boot.wim {winre.wim} and an install.wim ready to deploy
you will also have smaller install.swm(s) ( which is the install.wim split into smaller files )

I get a lot of questions about adding drivers to downloaded ISO's
At one time we used ModifyPESE to mount and modify the ISO's Boot.wim...
The main reason for you "Building Your Own Rescue Media" is that you can custom tailor the Media to your PC...
By adding Machine specific drivers and being able to decide what Plugins you want to add...
Not every PC is the same, and not everybody use the same programs..
XPE is really simple to use after you get the hang of it.
