OK. Making progress (sort of). Build options seem to work just fine but as soon as I put in some apps it stops working. I mean if I create an ISO without apps, it will work fine. This is a very time consuming thing. I am trying to find out where the issue is.

    Build Core = WinRE
So, you are Just booting into Ram Memory - Thus XPE is Not using USB "Y" Drive...
(Which you report is working) so I assume Drives are Now properly recognized ??

You should also make a test with - Run all programs from RAM - enabled on Build Core
with a small selection of your default Apps (Your Baseline Testing Apps)..

The thing about (uncommon) error reports such as yours -
is we need to get a testing baseline and find what works
then we use the process of elimination, as we add things slowly to find what breaks it...

OK. So after doing like 50+ ISOs (step by step) I found the culprit at last. It seems there must be something wrong at Aomei Backupper STD/PRO script because it is what causes the booting process to halt.

I now have got a working ISO with everything else I like but I have noticed Windows DEFRAG is missing. Not a big deal but I am curious as to why it was removed.

PS - Again my deepest thanks for your efforts/patience.

I do not recall it ever being included in project....

Question - Have you tested with ABU Free ??

All Thanks Go To You - For Your Testing and Feedback...

ABU loads 3 drivers via registry entries.....

Question - Do You Have Acronis TrueImage selected as an App ??.

If Yes - Then Now I have to ask if you do one more test -
    Disable ATI and select ABU

I always disable all instances of Acronis TrueImage. I use Macrium Reflect Free. The reason for including Aomei's was as a last resort in case Macrium failed.
