Seems there is more to this problem than meets the eye.
The 'system restore' functionality is gone too , , protection settings on eternal search loop
also, add/remove Windows applications display nothing inside the box
UPDATE: SERVICES WERE stopped during clean boot forgot to reenable them this functionality is back to normal at least :)
Booted the system clean, and in safe mode too, same results occur.
One thing I did notice that others might not have is when ending Explorer process, Calc runs temporarily as a process (not inside a window however), but this process does not run while explorer process is running.
It runs temporarily, then complains about waiting for SIHOST.exe process
    then just ends itself.
Does MS not have a solution to this?!

I had very similar problems, and eventually had to do a clean install.

Although most apps worked fine, none ever updated. I knew there were updates as I have a Windows phone. The only way I could get System Restore to work was to boot from Recovery Media and run System Restore that way, although this was always hit and miss too.

I tried almost everything before I gave in, even (and I did it a few times) Repair Install did not solve it. Eventually I gave in and did a complete clean install, including format of hard disk.

If you search my posts you will see a lot about mine and others problems.

Those having issues with this, needs to take one machine offline to experiment with the fixes. See the following. Windows 10 Apps Won’t Open: Full Guide to Fix In an office environment, no one should be connecting to the Microsoft store unrestricted and if they use Office 365 accounts, it is up to the person maintaining the "Domain", to make sure that the users are restricted from using the Microsoft Store. Also allowing Microsoft Live accounts to be used instead of local accounts, can cause other issues. Microsoft has broken the store in the past. If you are using GPO policy's, use gpresult /h gpreport.html to review and see if Microsoft store is blocked. Also see for potential fixes. https://social.technet.microsoft.com/Forums/en-US/664c5ba8-9575-47ba-b52e-39380eddfa7f/windows-10-on-domain-apps-dont-work?forum=win10itprosetup

    Hi All
Still bad news unfortunately. Not only do the apps not work in safe mode, also a system restore did nothing to help the situation either.
I did notice something quite odd though.
On a working PC the calculator runs as 'calculator' in the task manager processes list.
On the affected PC the calculator runs as 'calc', and then closes automatically after 2 seconds.
Hmm this is definitely store related and how W10 seems to run it's apps as opposed to W7 and earlier versions of Windows.
I will need to do a clean install, but temporarily installed a 3rd party Pic viewer and a Calculator.
THanks for all your help guys.
Will get back if there's positive feedback.

Please consider using a free tool like Macrium Reflect and take system Images. It is free, reliable and member approved. System restore just can't be counted on.

Backup and Restore with Macrium Reflect

    Saves a ton of time.

I eventually got my windows store working. I believe it was a combination of modifying permissions on this folder "C:\Program Files\WindowsApps" I took ownership of it and remove the "users" group, not sure why but windows reported the users group had a corrupt entry. After taking ownership and giving my admin group full control and removing users and re-adding it I was able to run this powershell command which took a while to run. I hope this helps someone, this was certainly frustrating and caused by a recent update.

    Get-AppxPackage -allusers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.Install
    Location)\AppXManifest.xml”}
