I had similar problems to you. Tried everything including repair installs, even a custom install (which saves your settings and so on in a Windows.old folder). Nothing worked.

Only solution was a complete fresh (format disk) install of Windows.

In post # 5 are some previously ran and new commands.
Step #11 is the method to post both the commands and results so that they are in the thread.
Then multiple people can comment as they see the response for each command on the computer.
New users can be created and deleted.
Sometimes with registry problems the user is impacted and a new user works normally.
Other times registry problems can impact multiple users.
So this is another step so that the commands and the results can be seen in the thread.
For the new user you would comment on what you can do in the new user account versus the main user account.

Well I wanted Defender disabled so it's not running in services, not just not use them

I don't use these "Metro" apps at all. So whether they "work" or not makes no difference.

Now ... since you want to disable them, I infer that you, too, do not want to use them.

In that case, why disable them at all? Just don't use them. Simple.

How do I make a new user account? I don't want to make it my email, under family and others. That would be too long to type in on login. Oh BTW I only have 1 of these files........Ntuser.dat, Ntuser.dat.log, Ntuser.ini, the first one.

Create the new account then move your user profile as listed below. You shouldn't lose any files but best to backup first to be sure. When content just copy across your user files also.

    • Create a new user account e.g. New_Username
    • Press Windows and X keys together and select File Explorer.
    • Click on View tab and Click on Options at the top right corner.
    • Click the View tab, and then click Show hidden files, folders, and drives.
    • Uncheck the box which states Hide protected operating system files.
    • Click Yes to confirm, and then click OK.
    • Locate the C:\Users\Old_Username folder, where C is the drive that Windows is installed on, and Old_Username is the name of the profile you want to copy files from.
    • Select all of the files and folders in this folder, except the following files: Ntuser.dat, Ntuser.dat.log, Ntuser.ini
    • Right click and Select Copy.
    • Locate the C:\Users\New_Username folder, where C is the drive that Windows is installed on, and New Username is the name of the new user profile you created.
    • Right click inside the folder and select Paste.
    • Restart your PC and check if you are able to log in to the new user.

    Debbie,

You could use an option in the tutorial below to create a new local account that doesn't use an email address.

Public and Default are normal and there by default.

The .NET profiles are created and used by .NET Framework.

The defaultuser0 profile gets created when there is an unintentional mistake or an error at the time of creating the main account (ex: during installation). It's safe to delete this account if wanted.

From that report, you have a Debbie and test account enabled. The rest are accounts used by the system that are disabled and don't show up on the sign-in screen.
