If i type smart screen in the search box, none of those options appears. Instead, it finds a program called smartscreen, but if i click on it, nothing happens. I have also tried to manually disable windows defender smartscreen from apps and files, but i still get the same message.

Unfortunately with MS continually moving things from the control panel, online guides get out of date.
Turn UAC on and try again.
Can you install any other program at all?
Yes. I can install all my other programs. I see something similar to your screengrab on my computer. Should i just set it to warn, like yours?

Turn UAC on and use the settings that worked for me (the default as I've not changed them) with the file downloaded from the same site and see what happens...
I still get the same message, do i have to restart my computer for it to work?

Note: I am logged in as an admin user. Are you logged in as a standard user?
If still no luck you could create a new user for test purposes and see if you can install it when logged in as that user.
I just tried signing in with a new user. I now get a message that says the file contains a virus, and windows have deleted it. I downloaded it from the website you suggested?

Seems you're struggling a lot.
Downloaded from the link I quoted (I selected MajorGeeks rather than the author's site):
a. Avast - no detection
b. Using my multi-AV engine scan, only 1 of 11 gave a result, indicating it was a PUP (potentially unwanted prog). The normal guidance from that prog is that one engine only detection is probably safely ignored.
I have already tried all the download links from major geeks. Also, i see that the installation file that you have downloaded has the slimdrivers icon on it. On my computer, the slimdrivers icon is missing. I just get a blank icon, similar to this.
