    System Restore can always create a restore point.

    It will not restore from within Windows or from Safe Mode.
    It works when booting from Windows Installation Media.

    System Volume Information folder is correctly giving System full control.

    This has always been like this since the problem started.

    Going back to my original post, can I copy the Store folders from my wife's Win 10 Pro laptop which is working correctly?

    With a Paragon image you should have a lot of freedom for trial and error.
    Moving operating system files from one computer to another I have not had to perform as most often dism repair steps with an iso or an in place upgrade repair often work. There may be others that can guide you through this but it is unclear to me which files or folders will fix both problems.

    So, having tried that, all the other suggestions, including repair and custom installs, the only option was a fresh install (including format of disk). Now everything is fine.

    Will mark as solved, but the solution is a complete clean install!
